Iraqi police targeted in a spate of checkpoint killings

Two members of a government-supported militia have also been killed in a checkpoint attack. cheap handbags outlets In one of the attacks, two officers were shot dead as they slept in their car and their vehicle was set on fire. There are thousands of policemen in Baghdad so the overall effect on security is not huge. But the point of these attacks is to spread fear. One of the latest attacks was particularly chilling - men with pistols fitted with silencers shot dead two policemen while they were off duty, asleep in their car, according to one report. The gunmen then set fire to their bodies. coach bags Two more policemen were killed when gunmen attacked another checkpoint. Two members of the official Sahwa militia were also killed in a checkpoint attack. The Sahwa are known as "awakening groups" - mostly Sunni Iraqis who once supported al-Qaeda in Iraq, but then changed sides. Al-Qaeda militants are believed to be behind numerous such revenge attacks over the past few months. coach pureses These events, though relatively minor compared with the routine suicide car and truck bomb attacks of a few years ago, may be designed to unsettle the Americans as they prepare to conclude what they call "combat operations" at the end of this month. On Saturday, two American generals told the Los Angeles Times that it was inconceivable that the Iraqi security forces would be ready to stand alone after all American troops leave at the end of next year. christian louboutin

Kerry Sets Visit to Pakistan as US Boosts Flood Aid

The State Department says Senate Foreign Relations Committee Chairman John Kerry will visit Pakistan next week to survey damage from the country's flood disaster. Kerry is a key sponsor of the long-term U.S. civilian aid plan for Pakistan approved by Congress last year. cheap handbags outlets The United States has sent scores of civilian and military relief workers and experts to Pakistan, but Senator Kerry will be the highest-level U.S. political figure to visit since the flooding began last month. Kerry was a co-sponsor of the five-year, $7.5-billion civilian aid program to Pakistan approved by Congress last year. State Department officials say the Kerry visit is intended to help raise awareness of Pakistani relief needs among the U.S. public, and to discuss how the Kerry-Lugar-Berman aid plan might be recalibrated to deal with flood related needs. coach bags The State Department said Thursday that the U.S. financial commitment to Pakistan flood relief has reached $76 million, and that discussions are underway on how the Kerry-Lugar-Berman program might help in Pakistan's long-term flood recovery. At a news briefing, the U.S. Agency for International Development's acting disaster-assistance director Mark Ward said the world community's commitment to Pakistan must remain long after the flood waters recede. "The United States will," said Mark Ward. "And you can get that we will use all of our resources to keep the other nations behind us. The Kerry-Lugar-Berman funding is robust, and the people in the field who are deciding how to spend that money are re-thinking their plans because of the flood. Almost everything they were planning to do in terms of you know, better energy, better water, better infrastructure, has been impacted by the floods." coach pureses U.S. officials are pressing for more flood relief contributions from American corporations and private citizens. The State Department's Deputy Special Representative for Pakistan and Afghanistan Dan Feldman said sudden natural disasters, such as the 2004 East Asian tsunami and Pakistan's 2005 earthquake generated far more early contributions. coach handbags

Military jury recommends a 14-year sentence for bin Laden's driver

Al Qosi sat quietly while the sentence was announced at a military commission trial. Dressed in prison-issued white clothes and cap, he confirmed through an interpreter that he had understood the recommended sentence and the proceedings. cheap handbags outlets He previously pleaded guilty to charges of conspiracy and providing material support for terrorism. A plea-bargain agreement kept private so far could result in a shorter sentence than the 14 years recomended by the jury. Prosecutors argued al Qosi was at the heart of al Qaeda operations, while his defense team said he was a low-echelon cook and driver. coach bags The military jury had to decide on a prison term ranging from 12 to 15 years without knowing details of al Qosi's guilty plea and plea bargain agreement. For now, al Qosi will be held at Guantanamo Bay for at least the next 60 days while authorities work out questions involving the plea-bargain deal and whether his nine years in custody so far will count against his sentence. The major question in formulating a plea deal was whether al Qosi will be allowed to serve his sentence in Guantanamo's Camp 4. That location has lower security than other prisons and allows the convicted detainees to mingle with the general prison population. coach pureses Under international law and U.S. policy, detainees who have not yet been tried must be kept separately from those who have been convicted and sentenced. Sentencing had been suspended on Tuesday over the detention issue. Air Force Lt. Col. Nancy Paul, the military commission judge, said those responsible for holding al Qosi now and in the future were not properly informed about a plan to keep him in Camp 4. But she said Wednesday that the commission proceedings could continue after receiving assurances from a government lawyer that the use of Camp 4 was a recommendation and not a final agreement. christian louboutin Just before banging her gavel to end the military trial, Paul reminded the lawyers that they had been working on the case since April 2008 -- before revisions in how such proceedings would be conducted. "We have made law and we have made history," Paul said. "We have done our best." christian louboutin pumps

Japan Apologizes Directly to Koreans for Annexing Country a Century Ago

Japan's Cabinet endorsed the statement 19 days before the 100th anniversary of the formal Japanese annexation of Korea. cheap handbags outlets The Japanese prime minister told reporters he telephoned South Korean President Lee Myung-bak on Tuesday to explain his statement. Prime Minister Kan says, looking to the future at a time when Asia's economy is expanding rapidly, three-way cooperation among Japan, South Korea and the United States - with their shared values - can bring increased stability to the region. The Yonhap news agency quotes Mr. Lee as telling the Japanese leader that Tokyo "should translate its words into action." Kim Young-sun, a spokesman for the South Korean Ministry of Foreign Affairs and Trade, says Seoul hopes the statement concerning the "unfortunate past" can lead to better relations between the two neighbors. coach bags Kim says the South Korean government expects that all Japanese citizens will share the view of Prime Minister Kan's recognition of history. Some Japanese conservatives, however, worry that the current left-leaning government, led by the Democratic Party of Japan, will consider additional compensation claims from victims of Japanese war aggression. Japan and South Korea signed a basic treaty in 1965 normalizing diplomatic relations. The document closed the book on the possibility of future compensation. Prime Minister Kan, after issuing the apology, said he stands by the treaty which settled the compensation issue. coach pureses Some Korean civic groups quickly brushed off the Japanese statement, saying it offers nothing new, questioned its sincerity and called apologies without compensation meaningless. Tuesday's apology is the most significant by Japan since then Prime Minister Tomiichi Murayama, a Socialist, in 1995 issued a statement of apology to Asian countries in general to mark a half century since the end of World War II. Japan's 35-year occupation of Korea, during which the country's culture and language were suppressed, lasted until the end of World War II, when Japan unconditionally surrendered to the Allied forces. christian louboutin Koreans have always maintained that the annexation treaty was coerced and thus not valid. Japan began interfering in Korea in the late 19th century and killed the country's Queen in an effort to intimidate King Gojong. The King, in 1907, was forced by the Japanese to abdicate in favor of his son and then confined to a palace. christian louboutin pumps

Colombia's Santos to Host Meeting with Venezuela's Chavez

The former defense minister used his inauguration speech on Saturday to try to set a new tone with Venezuela. He said that as president, he will seek peace with Colombia's neighbors. He offered a frank and direct dialogue with Venezuelan President Hugo Chavez as soon as possible. christian louboutin In Caracas, Mr. Chavez welcomed the offer and said he would go to the meeting with an open heart and an extended hand. Political scientist Eduardo Gamarra of Florida International University says the meeting is a small but important measure in repairing ties between the nations. "It will be an interesting meeting [on Tuesday]. I'm not going to be too optimistic about the outcome, but it is a good first step," he said. The meeting marks a shift from the harsh words exchanged between Mr. Chavez and former Colombian President Alvaro Uribe. The Colombian leader accused Venezuela of supporting rebels from the Revolutionary Armed Forces of Colombia, or FARC. Mr. Chavez criticized Mr. Uribe for waging a military campaign on rebels that threatened the entire region. christian louboutin pumps It is unclear whether Mr. Santos and Mr. Chavez will address these issues in Tuesday's meeting. Some critics of Mr. Chavez say the Venezuelan leader might have the most to lose, if he repairs relations with Colombia. Venezuelan opposition groups have accused Mr. Chavez of using the dispute with Colombia to distract attention from problems at home. The University of Miami's Bruce Bagley says he expects the Venezuelan leader to take the same approach in the run-up to mid-term elections in September. "The elections loom very large in Chavez's mind, so he is not going to do anything to alter the current pattern or lose national sentiment raised against Colombia until after mid-September," he said. christian louboutin black It is unclear whether improved ties with Colombia could affect the vote. Public opinion polls suggest that candidates from Mr. Chavez's United Socialist Party of Venezuela will face a stronger challenge from opposition candidates for the National Assembly than in recent elections.

Bengal tourists safe, but still stuck in different parts of Leh

As snapped telephone lines in Leh started getting restored after the devastating cloudbursts early on Friday, tourists from Bengal called their homes, much to the relief of their families. There are no reports so far of any fatality from the state. Most tourists are cut off but safe and are trying to make their way back to the plains. coach pureses As the tourists had put up in concrete buildings, the cloudbursts did not affect them. But they realised how lucky they were after seeing the destruction all around. Inspector general (law and order) Surajit Kar Purakaystha also confirmed that all tourists from Bengal were safe. "We are coordinating with the Leh district administration for safe transit of tourists from Bengal. We have opened two local control rooms at Leh 09906990787 and 09906990613 to help tourists from Bengal. Their relatives can contact our central control room at 22145486 for information. With the devastation there, tourists are unlikely to be able to leave Leh before August 11," he said. coach bags Bishakha Roy, a travel operator who took 22 German tourists to Ladakh, got stuck well before Leh. "There is no way to move either forward or backward. It is now up to the Indian Army to restore road links while simultaneously carrying out rescue operations," said Bishakha from Leh. With cloud cover across the Ladakh capital, fear of another looms large. Local met offices, however, assured tourists that there was no such possibility. "The cloudbursts were so intense that one mountain peak just disappeared. The mountain turned into a mammoth mud-flood that swept away all the kachcha houses. The plight of locals is unbearable. We do not know about the condition of the monasteries that are hundreds of years old," she said. cheap handbags outlets LIC officer Bedobrata Banerjee was trekking in Balarcha Pass with six others when the cloudbursts happened. "Even from there, we could make out the extent of damage. We immediately called off our trek and started on the exit route. Tourists were stranded at different points but were being helped out by the army," Banerjee said. "We could trek till Lahul-Kuksar, where we have got stuck. We don't know when we will manage to find transport and move towards Manali. There is no mobile network at most places. We just managed to tell our family members that we are safe. Road communication has also got snapped at many places and bridges have been destroyed," said Banerjee. coach bags

A Hiroshima Apology?

The U.S. dropped the atomic bomb on Hiroshima on Aug. 6, 1945. When the Japanese still didn't give up, the U.S. dropped a second bomb on Nagasaki three days later. On Aug. 15, the Japanese surrendered unconditionally, ending the most brutal war in the history of the world. christian louboutin sandals Japan remains the only country ever to have been targeted by atomic bombs. More than 120,000 Japanese died instantly from the bombings and perhaps as many succumbed to radiation poisoning afterwards (the exact number will never be known). It should be noted that when President Harry Truman was considering whether to invade Japan instead of dropping the bombs, his advisers estimated that an invasion would result in one million American casualties and at least two million Japanese deaths. In the strange calculus of war, the bombs actually saved Japanese lives. If the Obama administration wants to ease the friction over this event or even to apologize, then perhaps it is also a good time for the Japanese government to begin to discuss World War II truthfully with its own people. coach handbags Young people today may have a hard time understanding that point because of the moral equivalence and political correctness that have taken over our society, our media and especially our universities. It teaches our children that all countries have good and bad elements within them—something so obvious that it's trite. But this lesson has become so powerful that it is not out of the norm for young people today to believe that, while World War II was certainly horrible, all sides share some blame. Concerning today's event in Hiroshima, the State Department said "at this particular time, we thought it was the right thing to do." It may indeed be the right time for our two countries to share this event. But by tacitly placing all of World War II's participants in the same category, we undermine the ability of future generations to identify real evil, putting them at great risk. christian louboutin sandals

Employee kills 8, himself in Connecticut shooting rampage

Manchester Police Chief Marc Montminy said Thornton had been offered the chance to quit or be fired. Montminy said Thornton was being led away from the meeting when he pulled out a handgun and started shooting. cheap handbags outlets Thornton, an African American, had complained of racial harassment and said he had found a picture of a noose and a racial epithet written on a bathroom wall, said Joanne Hannah, the mother of Thornton's girlfriend. A union official said Thornton had not filed a complaint of racism to the union or any government agency. "It's got nothing to do with race," Teamsters official Christopher Roos said. "This is a disgruntled employee who shot a bunch of people." Among the dead was Bryan Cirigliano, 51, president of Teamsters 1035, Roos said. Steve Hollander, a member of the family that founded and owns the company, was one of two people who were wounded but survived, police said. "Everyone is devastated by this tragic and senseless act," said Jim Battaglio, a spokesman for the Hollander family. christian louboutin Thornton's girlfriend, Kristi Hannah, had been with him the night before the rampage and had no indication he was planning it, her mother said. Joanne Hannah said she and her daughter were shocked by the news, and that Thornton seemed to be "the most mellowest, peaceful person," she said. Thornton called his mother Tuesday morning, telling her he had shot some people, that he loved her and his girlfriend, and that he was sorry, Joanne Hannah said she had been told by her daughter. The rampage was the nation's deadliest since 13 people were fatally shot at Ft. Hood, Texas, in November. A military psychiatrist is charged with 13 counts of premeditated murder and 32 counts of attempted premeditated murder in that case. coach bags Connecticut met with state police, Manchester police and other officials at the scene of the shootings, about 10 miles east of. "Shock-stricken and grief-numbed, all the residents of Connecticut are holding the victims and the families and friends of the Hartford Distributors employees close in their hearts this evening," Rell said in a statement. "For now, that is all many of us can do." christian louboutin pumps

BP Will Begin Permanent Plug of Macondo Well in Gulf of Mexico This Week

The injection process, a so-called static kill, will start tomorrow night or on Aug. 3, National Incident Commander coach bags told reporters today on a conference call. Once drilling mud overpowers pressure coming up from oil and gas in the reservoir, the company may use cement to plug the well from the top. The static kill will make it safer to permanently plug Macondo from below through a nearby relief well later this month. BP has started installing casing in the relief well to protect the borehole from being damaged during the static kill and to prepare for injecting mud and cement for final plugging, according to a company statement today. “I give a reasonable chance of success to this operation,” coach pureses , who owns Houston-based Labyrinth Consulting Services Inc., which specializes in subsurface petroleum geology, said by telephone yesterday. “Nothing is 100 percent, but I think we’re all hoping that the relief well is the final solution.” christian louboutin will know “within hours” whether the static kill is successful, Allen said. If the plan works, bringing pressure from Macondo to zero, it will “take away about half the job” of the so-called bottom kill, the plugging effort by the relief well, he said.

Treasury to say 3 more funds to buy toxic assets

The U.S. Treasury Department will announce on Monday that three more funds have met requirements to wholesale watches get government financing that will let them begin purchases of banks' so-called toxic assets. Treasury said last Wednesday, which was September 30, that Invesco Ltd and Trust Company of the West, or TCW, were the first of nine public-private investment funds to raise the necessary capital to launch the program for buying toxic assets. Three more -- AllianceBernstein LP and its sub-advisors Greenfield Partners LLC and Rialto Capital Management LLC; BlackRock Inc and Wellington Capital Management -- each will be named on Monday as also having raised enough capital to participate in the program. The Public-Private Investment Program, known as the PPIP, has been scaled back as banks have shown they can raise capital in the private sector without first unloading troubled assets, many of which are tied to bad mortgages. When the plan mens watches was announced in March, Treasury hoped the funds could take up to $1 trillion of toxic assets from banks' balance sheets. But that target is now around $40 billion, made up of private and public investment plus debt financing. Treasury provides debt financing for up to 100 percent of the total capital commitments of funds in the program, representing about $12.25 billion of total debt and equity commitments from the first five funds now participating in the program. Treasury initially approved nine funds jewelry watches to participate in the PPIP; it expects the remaining four of them to complete closings by the end of October. It said then that funds would have until October 8, which is this Thursday, to raise their required initial capital amounts. Treasury now says timing of the closures depends partly on how funds raise the required $500 million of capital they need in order to get matching government funds, with some taking longer to complete public offerings targeted to public investors.
